Standards That Guide the Work

• Person-centered support: services reflect the participant’s choices, routines, goals, communication style, and approved plan.
• Rights and dignity: ELS supports privacy, autonomy, community inclusion, and freedom from abuse, neglect, exploitation, and coercion.
• Qualified service delivery: staff assignments, training, documentation, and supervision follow the requirements that apply to the authorized service.
• Accurate records: service notes and billing should reflect what was actually authorized and delivered, without overlapping or duplicative claims.
• Appropriate coordination: ELS communicates with participants and authorized team members, including guardians, case managers, and health professionals, when relevant to the plan.
• Continuous accountability: questions, complaints, incidents, and changes in need are addressed through the appropriate reporting and review processes.

What ELS Does Not Promise

ELS does not determine Medicaid or VA eligibility, guarantee enrollment or placement, promise a particular number of service hours, or present every listed support as available to every person. Provider fit, staffing, authorization, and current rules must be reviewed before services begin.

For Families and Referral Partners

Before a service begins, ELS reviews the referral, authorized service, schedule, documentation expectations, participant preferences, and provider capacity. Families and professionals are encouraged to ask direct questions and confirm plan-specific requirements with the participant’s case manager or relevant program representative.
