Understanding the Wyoming DD Waiver

What is the Wyoming DD Waiver?

The Wyoming Developmental Disabilities Waiver is a Medicaid Home and Community-Based Services program that helps eligible people with intellectual or developmental disabilities receive authorized supports in homes and community settings. Wyoming operates Supports and Comprehensive Waivers, and the services available to each participant depend on eligibility, assessed needs, budget, and the approved IPC.

What does DD mean on a waiver?

DD means developmental disabilities. In Wyoming, “DD Waivers” refers to the Medicaid Supports and Comprehensive Waivers, which fund authorized home and community-based services for eligible people with intellectual or developmental disabilities and certain acquired brain injuries. Wyoming Department of Health waiver information.

What does the waiver program pay for?

Wyoming DD Waivers pay for approved home and community-based supports, such as case management, community living, community support, personal care, respite, and other services allowed under the applicable waiver. The services and amounts a person receives depend on assessed needs, program rules, budget, and the approved Individualized Plan of Care; not every service is available to every participant. See Wyoming’s DD Waiver Service Index and fee schedule.

Who administers Wyoming DD Waiver services?

The Wyoming Department of Health, Division of Healthcare Financing, administers Wyoming Medicaid HCBS programs. The HCBS Section oversees waiver requirements, provider certification, and program guidance.

Does ELS determine waiver eligibility?

No. Essential Living Support does not determine eligibility, approve services, or assign service units. Those decisions are made through Wyoming Medicaid and the participant’s authorized planning process. ELS can discuss provider fit and availability after a participant or authorized representative makes contact.

What is an Individualized Plan of Care?

An Individualized Plan of Care, or IPC, documents a participant’s assessed needs, goals, authorized services, service levels, providers, and other plan requirements. ELS delivers services according to the current approved IPC and applicable Wyoming Medicaid rules.

HCBS, Applications, and Provider Choices

What does HCBS mean in Wyoming?

HCBS means Home and Community-Based Services. These services help eligible people receive long-term supports in their homes and communities. Wyoming’s DD Waivers are part of its HCBS programs; the services a participant receives depend on eligibility and the approved plan of care. Wyoming Department of Health HCBS information.

How do I apply for the Wyoming DD Waiver?

Start with the Wyoming Department of Health’s current Supports Waiver Guide and Application. The state directs applicants to contact a Benefits and Eligibility Specialist, select a case manager, and work with that case manager on an Individualized Plan of Care. Medicaid eligibility and the applicable residency, medical, and financial requirements must be reviewed through the state process. Contacting ELS is a separate step for discussing provider fit and availability. Official DD Waiver application steps.

What is the maximum income to qualify for Medicaid in Wyoming?

There is no single income limit for every Wyoming Medicaid applicant; the financial rules depend on the eligibility program and the person’s circumstances. For DD Waiver financial eligibility, Wyoming directs families to the Long-Term Care Eligibility Unit at 1-855-203-2936. Ask which income and resource rules apply before assuming someone qualifies or is ineligible. See Wyoming Medicaid programs and eligibility.

How long does Medicaid waiver approval take?

Wyoming DD Waiver services do not have one guaranteed start date: Medicaid eligibility review, waiver assessments, funding availability, and service planning are separate steps. Wyoming says Medicaid applications can take up to 45 days to process; that is not a promise that DD Waiver services will begin within 45 days. Ask the Benefits and Eligibility Specialist and case manager about the application’s current stage and any waiting-list requirements. See Wyoming Medicaid application guidance and DD Waiver application steps.

Where can I find Wyoming DD Waiver forms, an online application, or a PDF guide?

The Wyoming Department of Health’s Apply for DD Waivers section links to the current Supports Waiver guide, fillable PDF application, and participant online portal. Use those official links for the latest forms, and follow the state’s instructions for contacting a Benefits and Eligibility Specialist and selecting a case manager. The waiver application and Medicaid financial eligibility review are related but distinct steps.

How can families find DD Waiver providers in Cheyenne?

Use Wyoming’s public DD provider search and work with the participant’s case manager to identify providers for the authorized service. Ask each provider about its service area, current capacity, staffing, schedule, and ability to support the participant’s goals. Essential Living Support can discuss its Cheyenne services and availability, but a listing or inquiry does not guarantee a service opening. Wyoming public DD provider search.

What are Community Living Services?

Community Living Services support eligible adults with daily routines, skill development, personal care when authorized, supervision, community inclusion, and greater independence in the participant’s primary residence and other approved community settings.

What are Community Support Services?

Community Support Services are habilitation supports delivered in varied community settings separate from the participant’s residence. They may address community access, relationships, adaptive skills, adult learning, independence, and participation goals authorized in the IPC.

What are Companion Services?

Companion Services provide authorized supervision, social connection, community presence, and assistance that supports independence and meaningful participation. They are not skilled nursing or a substitute for another service identified in the IPC.

What are Adult Day Services?

Adult Day Services provide structured daytime activities for eligible adults age 18 and older. The service may support engagement, routines, relationships, protective oversight, and maintaining skills as authorized in the IPC.

What is Respite Care?

Respite is short-term support intended to give an unpaid caregiver temporary relief while maintaining the participant’s safety, routines, supervision, and authorized personal support. The setting, schedule, and unit type must follow the participant’s IPC and current program rules.

What is Personal Care?

Personal Care Services provide authorized prompting or hands-on assistance with activities of daily living and related routines. Personal Care is not independent nursing care and cannot overlap with another waiver service that already includes personal care during the same service period.

What is Life Skills Development?

“Life Skills Development” is ELS’s plain-language description for practical skill-building such as meal preparation, household routines, communication, safety, money awareness, and community participation. For adults, the applicable billable waiver service is the service authorized in the IPC; for eligible participants ages 0 through 20, Individual Habilitation Training may be the dedicated service.

Starting Services With ELS

How does someone begin services with ELS?

A participant, guardian, family member, case manager, or authorized referral professional may contact ELS. We review the requested service, current IPC and authorization, schedule, documentation needs, participant preferences, and provider fit before agreeing on next steps.

Can a guardian or case manager contact ELS directly?

Yes. Guardians and case managers may contact ELS directly to discuss a potential referral, current authorization, service fit, and availability. ELS will include the participant and other authorized team members in planning as appropriate.

Does a participant need a case manager?

Wyoming DD Waiver participants work with an authorized case manager as part of the waiver planning process. The case manager helps coordinate the IPC, service authorizations, provider selection, and plan changes.

Can a participant receive more than one service?

Yes, when multiple services are authorized in the IPC and comply with current program rules. Services must address distinct authorized needs and may not be delivered or billed at overlapping times when prohibited.

How is service availability determined?

Availability depends on the authorized service, participant needs, requested schedule and setting, staffing, provider capacity, documentation readiness, and whether ELS can safely and appropriately meet the IPC requirements. Contacting ELS does not guarantee enrollment or placement.

Service Coordination

How does ELS work with case managers, guardians, and families?

ELS coordinates with authorized team members to understand participant preferences, IPC goals, schedules, documentation expectations, health and safety information relevant to the service, and changes that may affect support. Communication follows participant rights, consent, and applicable privacy requirements.

How are services connected to the participant’s IPC?

ELS reviews the current IPC and service authorization before services begin. Staff follow the approved goals, scope, schedule, supervision level, documentation requirements, and other participant-specific directions that apply to the authorized service.

What happens if a participant’s support needs change?

ELS documents relevant observations and communicates with the participant and authorized team members. The case manager and plan-of-care team determine whether the IPC, assessment, authorization, schedule, or provider arrangement should be updated.

Other Programs

Does ELS also participate in the VA Medical Foster Home Program?

Richard Brown Jr. operates a home in Cheyenne approved by the U.S. Department of Veterans Affairs as a Medical Foster Home. This home-specific program is separate from Essential Living Support’s Wyoming DD Waiver and HCBS provider role and does not constitute VA endorsement of ELS. Veterans, families, and VA professionals can review the VA Medical Foster Home information.

Official Rates and Provider Resources

Where is the Wyoming DD Waiver fee schedule?

Wyoming publishes the DD Waiver fee schedule alongside the service definitions on its HCBS Services and Regulations page. Choose the Comprehensive and Supports Waivers documents and check their effective dates. A published payment rate does not authorize a service; the participant’s approved IPC and applicable program rules still determine what may be provided.

Where can an organization apply to become a Wyoming DD Waiver provider?

Prospective providers should start with Wyoming’s DD Initial Certification instructions, which explain portal access, required documents, training, background screenings, and Medicaid provider enrollment. This provider process is separate from a family’s application for waiver services.

Still Have a Question?

Call (307) 369-1030 or send a general inquiry. A participant’s case manager remains the best source for plan-specific eligibility, authorization, and service-limit questions.
